He has degrees in philosophy and literature from Cambridge University and in African Studies from the School of Oriental and African Studies (London). Alta Folscher, researcher and international consultant. Alta Folscher has extensive experience in analysing pro-poor expenditure and poverty reduction strategies, governance, public policy development and civil service management. She has worked on institutional arrangements for MTEF-led budget reform and institutional arrangements for effective aid delivery through sector-wide approaches and budget support. Alta Folscher has supported development partners and governments across Africa and in South East and Central Asia, Eastern Europe, the Caribbean and the Middle-East through technical assistance. She has published papers and briefs on participation, accountability, fiscal transparency, public expenditure management, civil service reform and budget policy.
