As the effects of climate change are increasingly felt, its likely human rights impacts are beginning to sink in. At the European Union’s Spring summit, Javier Solana reported it as a security risk. In Geneva recently, the likely threat of mass migration from climate change jostled for attention with a range of other expected human rights risks. With the urgency of treating climate change finally driving voters and governments alike, few areas of policy will remain untouched. The International Council is preparing a short policy brief showing how human rights are relevant to climate change policy and suggesting research agendas to better plan for its likely human rights impacts.
