Introducción
El presente informe analiza el grado en que las instituciones nacionales de derechos humanos cumplen de manera efectiva con su mandato de promover los derechos humanos y de proteger los derechos de los ciudadanos. El estudio analiza la manera en que las instituciones nacionales de derechos humanos adquieren legitimidad y buena reputación con base en su efectividad. El estudio está fundamentado en varias investigaciones realizadas en tres países e incluye recomendaciones prácticas orientadas a fortalecer la creación y la labor de dichas instituciones.

Investigador principal
Richard Carver, fue Director del Programa de África de la organización Article 19 (International Centre Against Censorship). Asimismo, fue investigador asociado y profesor de la Queen Elizabeth House de la Universidad de Oxford. Trabajó también para Amnistía Internacional y Human Rights Watch y ha sido consultor de varias organizaciones intergubernamentales y no gubernamentales. Ha publicado varios libros sobre temas de salud y subdesarrollo, así como sobre la historia de la post-independencia de Malawi.
