Gobierno local: la provisión de servicios públicos (2005)
Introducción
Los servicios que brindan los gobiernos locales determinan nuestra calidad de vida en cuanto a la salud, la educación, el suministro de agua, la vivienda, la seguridad y la red vial. L influencia de los gobiernos locales está aumentando en casi todos los países conforme se decentralizan los Estados. El estudio Gobierno Local y los Derechos Humanos: Brindando Buenos Servicios recomienda la manera en que los principios y métodos de derechos humanos pueden contribuir a fortalecer la responsabilidad y la participación de los gobiernos locales, además de orientar a los funcionarios de dichas instituciones en la planificación, ejecución y evaluación de los servicios que están bajo su responsabilidad. Aplicado de manera adecuada, el marco que ofrece el estudio proporciona herramientas prácticas y específicas que contribuyen a aumentar la eficiencia de los gobiernos locales.
