Criminalité: maintenir l’ordre public dans des pays en transition (2003)
Introduction
À quels problèmes une société civile est-elle confrontée en cas d’augmentation de la criminalité ou lorsque la criminalité semble s’intensifier au cours d’une période de mutation ? Quelles sont les réponses et les stratégies qui peuvent être identifiées ?
On examine dans cette étude les problèmes qui se posent aux militants des droits humains lorsque la population exige l’adoption de lois et de politiques strictes en matière de maintien de l’ordre afin de lutter contre la criminalité, et on se demande ce qui pourrait rendre leur travail plus légitime et plus efficace. Grâce à une analyse des différentes expériences et en se fondant sur des conclusions pratiques, le rapport propose une approche de la criminalité reposant sur les droits humains qui va au-delà des préoccupations traditionnelles relatives aux exactions commises par la police.
