Collectivités locales : assurer un service public (2005)

Introduction
La santé, l’éducation, l’eau, le logement, le maintien de l’ordre, les routes: les services fournis par les collectivités locales déterminent la qualité de notre vie. Par ailleurs, comme les États ont adopté des politiques de décentralisation, l’influence des collectivités locales s’accroît presque partout dans le monde. Le document, Collectivités locales et droits humains : fournir des services de bonne qualité, montre comment les principes et méthodes relatifs aux droits humains peuvent renforcer l’obligation de rendre des comptes, accroître la participation des organes publics et aider les responsables à planifier, mettre en œuvre et évaluer les services qu’ils sont tenus de fournir. S’il est utilisé à bon escient, ce cadre de travail fournit des outils pratiques et spécifiques qui peuvent aider les collectivités locales à être efficaces.
